How to measure the welfare?

Let's compare intuitively two countries whose situation we all know: Spain and Somalia. We all believe that in Spain the rate of welfare is higher that the one in Somalia. But, this is only an opinion. 

The scientific knowledge is not based on opinions, but on contrasting data. 

Which contrasting data should we use to compare the existing welfare between Spain and Somalia?
